Our Mission

CCAE uses strategic advocacy, scientific analysis, and grassroots organizing to advance clean energy policy and programs.


Current PRC Cases

CCAE is represented by its attorney, Charles Noble, in Public Regulation Commission (PRC) cases involving renewable energy and energy efficiency. We are also involved in cases involving Public Service Company of New Mexico, Southwestern Public Service, El Paso Electric, and New Mexico Gas Company. CCAE is currently involved in numerous cases.


2011 Legislative Priorities

CCAE’s priorities were to maintain the requirements of the Efficient Use of Energy Act (EUEA) and Renewable Energy Act (REA) from attempts to weaken the laws and to support the Building Energy Disclosure Act (SB 442).. While SB 442 did not pass, CCAE and other groups worked successfully to maintain the EUEA and REA.


Clean Energy Goals

The CCAE believes a sustainable energy future based on renewable energy and efficient use of energy is possible both technically and economically. We are dedicated to bringing such a future about in New Mexico through a credible, well organized public movement that brings public support for clean energy directly to bear on New Mexico Government.

As means to achieve our goals, we seek:

The Advancement of Distributed Renewable Energy Sources:

  • Fair "net-metering" and other interconnection rules
  • Strong financial incentives for distributed solar, wind, and biomass sources, etc.
  • Protection of solar rights
  • Education of the public on distributed technology benefits

Strong Renewable Energy Policies:

  • Renewable energy standards for utilities
  • Renewable fuel standards
  • Green Power purchase options

Strong Energy Efficiency Policies:

  • Energy efficiency program requirements for utilities
  • Rebates and other efficiency opportunities for residents
  • Assistance for economically disadvantaged communities

Strong Environmental Standards:

  • Accurate disclosure by power suppliers of their generation method, emissions, and environmental impacts
  • Reductions in emissions of sulfur dioxide, mercury, carbon dioxide, and other pollutants
  • Environmentally sensitive siting of power plants and transmission lines

Good Government:

  • A well informed legislature and regulatory bodies
  • Strong and intelligent regulation of utilities with strong public input
  • A strong voice for residents in government
