Commissions's First Renewable Energy Standard (for the deregulated market): "Standard Offer RPS"
This rule applied only to "standard offer service" (for customers who would have choosen not to choose), under the deregulated environment beginning in 2005. This rule would have required the standard offer providers to include up to 5% renewable energy in their portfolio, subject to a cap of $.001/kwh average increase (which for 500 kwh, the average residential monthly usage, is about 50 cents a month). This rule set the stage for the RPS that the Commission passed after deregulation was repealed.
