A study by the Environmental Defense Fund titled Adoption of California Greenhouse Gas Vehicle Emissions Standards in New Mexico Saves Drivers Money and Reduces Air Pollution shows drivers will save a significant amount and low income drivers will particularly benefit.  Delaying the implementation will be costly for drivers.
