Integrated Resource Planning (2005)

Under the same legislation that requires investor owned utilities to offer energy efficiency programs, investor owned utilities are now also obligated to engage in "integrated resource planning" which puts energy efficiency and renewables on the same footing with other possible resources when a utility considers new ways to meet demand. This process can also include risk adders for conventional power sources, such as the risk associated with regulation of greenhouse gases, drought, stronger regulation of mercury emissions, etc.
