PRC's Renewable Energy Standard
This rule was promulgated by the PRC following the repeal of deregulation. It was challenged in State Supreme Court by El Paso Electric, a challenge which was withdrawn after Governor Richardson expressed support for the rule and supported its codification by the Legislature.
